Opportunity Overview
The legal unit for procedures within the General Directorate of Social Cohesion (DGCS) plays a crucial role in addressing appeals and managing judicial processes related to social assistance. This dynamic team, comprising approximately twenty skilled professionals, is looking to enhance its capabilities by welcoming a new member to their ranks.
Core Responsibilities
- Review, process, and make decisions on appeals against rulings from the implementing authorities of the Income Support program, specifically the Regional Social Centers (CSR) and the Refugee Integration Social Center (CSIR).
- Draft and file criminal complaints concerning reported offenses related to the Income Support program and oversee the follow-up procedures.
- Independently manage procedural follow-ups and represent the DGCS in various administrative and criminal instances, including appeals to the Cantonal Court or the Federal Court.
- Request the establishment of real estate collateral from Income Support beneficiaries who own property and manage the procedure in direct collaboration with a notary.
- File maintenance actions based on articles 277 par.2 and 329 of the Swiss Civil Code and represent the DGCS in civil proceedings.
- Prepare legal opinions for the implementing authorities and the DGCS on specific cases and contribute to the collective knowledge development within the unit.
Desired Qualifications
- Master's degree in law.
- A minimum of 3 years of professional experience within a cantonal judicial body or a similar administrative, associative, or private entity.
- Familiarity with the Vaud Cantonal Administration (ACV) is preferred.
- Strong analytical and synthesis skills, even in complex cases.
- Proficient writing skills and effective oral communication.
