Position Overview

The legal procedures unit within the General Directorate of Social Cohesion (DGCS) is dedicated to handling appeals and managing judicial procedures (administrative, criminal, and civil) related to social assistance. The unit also provides essential legal support to the directorate's activities. To strengthen this dynamic team of around twenty professionals, we are seeking an individual to fill a crucial legal role.

Key Responsibilities

  • Examine, process, and make decisions on appeals lodged against decisions made by the implementing authorities (AA) of the Income Support program (RI), specifically at the Regional Social Centers (CSR) and the Refugee Integration Social Center (CSIR) regarding social assistance matters.
  • Draft and file criminal complaints for reported offenses related to income support, and oversee procedural follow-ups.
  • Manage subsequent procedures and represent the DGCS independently before various administrative and criminal instances, including appeals to the Cantonal Court or the Federal Court.
  • Request the establishment of real estate pledges from RI beneficiaries who own property and lead the process in direct collaboration with the notary.
  • File maintenance actions based on Articles 277(2) and 329 of the Swiss Civil Code and represent the DGCS in civil proceedings.
  • Prepare legal opinions for the implementing authorities and the DGCS on specific cases and contribute to the collective knowledge development within the unit.

Qualifications

  • Possession of a Master's degree in Law.
  • A minimum of 3 years of professional experience within a cantonal judicial authority or an analogous administrative, associative, or private entity.
  • Knowledge of the Vaud Cantonal Administration (ACV) is preferred.
  • Strong analytical and synthesis skills, including in complex cases.
  • Proficient writing skills and good oral communication abilities.
