Main Responsibilities
The role involves active participation in departmental steering as a key member of the executive team. Responsibilities include:
- Conducting analyses of files from the General Secretariat and departmental directorates, focusing on expertise, opportunities, risks, and proposals for actions and resources.
- Advising management on objectives, strategies, and policies impacting the respective area of expertise.
- Preparing responses to parliamentary matters and other interventions as requested by the department head.
- Coordinating the synthesis of issues and risks presented to the government council and the Grand Council, in collaboration with the General Secretary and Deputy General Secretary.
- Overseeing strategic dossiers assigned by the department head within the department's areas of competence.
- Conducting studies, analyses, or notes to inform strategic or administrative decisions aligned with departmental objectives.
- Issuing recommendations and positions for the department head and the General Secretariat.
- Participating in bilateral meetings with directors, as relevant, and with key partners in the department's fields of competence.
- Ensuring a general monitoring of relevant domains and staying updated on cantonal, inter-cantonal, and national developments.
- Representing the department and the General Secretariat to internal and external partners.
Special Conditions
Given the strategic nature of the position, a significant degree of availability and flexibility in working hours is expected to respond to urgent requests from the department head, including evenings and weekends.
Qualifications
- A university degree in human sciences or an equivalent qualification is required.
- A Master's degree in public administration is preferred.
- A certified qualification in project management is desired.
- A minimum of 8 years of experience in the social or health sector is essential.
- At least 5 years of project management experience is required.
- Excellent knowledge of cantonal and federal institutions is necessary.
- A strategic vision and the ability to understand relevant operational issues are important.
- Strong writing skills and impeccable spelling are required.
- Flexibility, organizational skills, and excellent analytical abilities are crucial.
- Knowledge of German at a B2 level is expected.
