Role Overview

The Unité politique sociale et formation (UPSF) is dedicated to designing and managing strategic projects within the cantonal social policy framework, including the Vieillir2030 initiative, which addresses the challenges of an aging population. As a crucial hub for inquiries related to training for socio-health personnel in funded organizations, UPSF also serves as a competence center for monitoring and statistical analysis of services managed by the Direction générale de la cohésion sociale (DGCS).

Key Responsibilities

  • Coordinate the implementation, evaluation, and promotion of prioritized measures outlined in the Vieillir2030 action plan, collaborating with the project lead.
  • Provide executive secretariat support to the "Council of Seniors" and its various sub-committees.
  • Engage the Seniors-Acteurs network (approximately 400 members) by fostering a dynamic participatory body that solicits input on aging policy themes, linking them with the cantonal administration.
  • Contribute to the dissemination of the Vieillir2030 policy and build collaborative relationships around concrete projects with key stakeholders at all levels of government and associations.
  • Organize and oversee project governance structures alongside another project lead, including strategic committees and working groups.
  • Conduct strategic monitoring on aging issues, respond to parliamentary inquiries, and undertake additional tasks assigned by the entity leader.

Qualifications

  • Master's degree in social or political sciences or an equivalent qualification is mandatory.
  • Additional training in project management is highly advantageous.
  • A minimum of 8 years of professional experience in project management is required.
  • Experience in the social or health sectors is preferred.
  • Strong knowledge of aging policy as well as Vaud's social and health policies.
  • Outstanding ability to work collaboratively with multidisciplinary partners.
  • Proficiency in the German language at a B2 level is desired.
  • Excellent command of office tools and new communication technologies.
  • Demonstrated sense of responsibility and public service ethics.
  • Exceptional interpersonal communication skills and adaptability.
  • Strong organizational, analytical, and conceptual capabilities.
  • Effective written and oral communication skills.
