About the Role
As a key member of the Digital Health and Quality team, you will provide expert advice and support to stakeholders in defining their needs and identifying the IT solutions to be implemented. You will lead information system projects, acting as an owner and project lead.
Key Responsibilities
- Identify, analyze, and clarify the needs of the health department's teams through workshops, interviews, and document analyses on ongoing or upcoming projects (e.g., DisCUC, SII, LeREG), collaborating with partners (other services within the DSAS, ARC, CASU, CTMG).
- Formalize and synthesize these requirements by drafting general and detailed functional specifications for the project team (DGNSI, ARC, contractors) and producing other necessary deliverables (current state analysis, SI mapping).
- Analyze existing business processes, identify improvement areas, and design target processes according to the best practices of the Vaud Canton administration (ACV), considering operational and regulatory constraints.
- Lead project implementation (e.g., DisCUC, SII) as the project owner, working closely with the project team (e.g., Direction générale du numérique et des systèmes d'information). Support all project phases by preparing, facilitating, and participating in various meetings and workshops, and contributing to the development of associated project deliverables.
- Organize and participate in functional testing of implemented solutions. Write test scenarios, define acceptance criteria, document issues, and coordinate their resolution.
- Provide specialized expertise in change management: action plans, communications, documentation, and training.
- Ensure the coherence of the information system's evolution and adhere to established rules and best practices.
Qualifications
- Master's degree in Computer Science or Information Systems (EPFL, HEU, HES) or an equivalent qualification.
- Training or certification in business analysis (ECBA, CCBA) and experience in project management and/or change management.
- Minimum of 5 years of professional experience, preferably within public administration.
- Knowledge of best practices and legal frameworks regarding data protection, as well as methodologies for defining and modeling processes (e.g., BPMN).
- Exceptional analytical and synthesis skills.

- Self-discipline and stress management, with strong organizational and time management skills.
- Excellent writing skills.
- Ability to simplify and translate technical expertise for non-technical users.
