Position Overview
The incumbent will provide technical expertise to support national governments in strengthening the financing of their national cancer control plans. This involves creating and facilitating a global and regional network of health financing and health economist experts dedicated to developing credible, evidence-based investment cases for cancer prevention, diagnosis, treatment, and palliative care, directly linked to participating countries in UICC’s Cancer Planners Forum.
Main Responsibilities
- Network Development:
- Design, establish, and manage a multistakeholder network of health financing and health economics experts to support cancer control financing.
- Identify, engage, and sustain relationships with experts across various sectors including multilateral organisations and academia.
- Convene expert working groups and technical consultations to facilitate shared analysis and peer learning in financing cancer control.
- Liaise with participants in the Cancer Planners Forum to promote best practice exchanges.
- Network Activation for Country Support:
- Provide technical support to countries in developing and refining cancer control investment cases aligned with national health strategies.
- Assist in framing funding requests for cancer control to key governmental bodies, translating complex evidence into policy-relevant narratives.
- Advise on engaging international donors and development partners, articulating funding gaps and co-financing strategies.
- Identify global funding opportunities that can contribute to the delivery of National Cancer Control Plans (NCCPs) in low- and middle-income countries (LMICs).
- Health Financing and Economic Analysis:
- Collaborate with UICC’s COO to oversee analytical work on health financing within broader health systems.
- Ensure economic analyses are methodologically robust and adapted to specific country contexts.
- Translate complex health economics evidence into clear and actionable messages for senior policymakers.
- Partnership Building and Institutional Engagement:
- Build and manage partnerships with key multilateral agencies and global health initiatives to align cancer control financing efforts.
- Represent UICC in global forums, strengthening institutional visibility.
- Facilitate coordination among partners to promote coherent financing approaches.
- Knowledge Products and Thought Leadership:
- Oversee the development of policy briefs, analytical reports, and knowledge products on cancer financing.
- Contribute to global thought leadership on sustainable financing for cancer control.
- Support the dissemination and uptake of knowledge products across various platforms and engagements.
- Management and Delivery:
- Manage work plans, budgets, and deliverables related to health economics activities.
- Coordinate contributors to ensure the timely and high-quality delivery of outputs.
- Provide updates to UICC’s CEO and COO on relevant risks, opportunities, and trends in cancer financing.
Qualifications
- Advanced degree (Master’s or PhD) in health economics, health policy, public health, or related fields.
- A minimum of 10–12 years of progressive experience in global health with a focus on health financing and health system strengthening.
- Experience with multilateral organisations and development banks.
- Proven track record in convening expert groups and facilitating initiatives in the health sector.
- Experience related to cancer or complex health system priorities is advantageous.
