Responsibilities

The role involves ensuring financial oversight and compliance with the regulatory and contractual frameworks of reports from subsidized entities. Key tasks include:

  • Critically analyzing the economic aspects and financial statements of subsidized entities to establish findings.
  • Executing expert evaluations of individual cases and specific mandates, including financial analyses and process studies.
  • Conducting audit mandates for implementing authorities related to social action and other subsidized entities to verify the proper use of benefits (individual aids and subsidies), accounting practices, governance effectiveness, and adherence to regulatory frameworks.
  • Mastering the control environment and proposing an audit planning based on a critical risk analysis.
  • Supporting the management and other transversal units of the General Directorate for Social Cohesion (DGCS) with internal control tasks regarding subsidized entities and the implementation of recommendations from supervisory authorities.
  • Maintaining a schedule and consistently tracking the progress of recommendations made by supervising authorities, ensuring compliance with set deadlines in collaboration with the relevant direction or unit.
  • Reviewing proposed laws, decrees, regulations, directives, or any other administrative decisions under consultation.

Qualifications

The ideal candidate should possess the following qualifications:

  • A degree in business management or economics from a university or HES, or a federal diploma as a finance and controlling expert or an equivalent qualification.
  • A minimum of 4 years of experience in accounting review, auditing, or management control.
  • Strong knowledge of various audit methodologies and social security systems.
  • Proficiency in using management and office software, as well as database systems.
  • High stress resilience, excellent time management, and prioritization skills.
  • Aptitude for working both independently and as part of a team.
  • Adherence to standards and procedures.
  • Developed sense of responsibility and public service ethics.
  • Outstanding analytical and synthesis skills, with a keen sense of perspective.
